Board Members

The Primary Care Trust's Board is responsible for key decisions taken by the PCT and is made up of a mixture of PCT officers and lay members, called Non Executive Directors. The Board meets monthly in public and details of these meetings can be found by clicking here.

Board meetings usually hear reports on the PCT's financial situation, performance against national targets and key developments happening across Derbyshire. The Board makes decisions on the strategic direction of the PCT.

Chair:
Ian Forrest, was appointed Chair on 1 July 2009. Ian was previously a Non Executive Director of the PCT, he worked for British Coal for 25 years in personnel and then commercial management. Latterly he managed the privatisation of the industry. He is a former Non Executive Director for Derbyshire Dales and South Derbyshire PCT, is Chair of Governors for Anthony Gell School, Wirksworth and a member of an adoption panel. He lives in Alderwasley, near Wirksworth.
 
Managing Director DCHS:
Tracy Allen,
has worked as the Executive Director of Planning and Performance at Sherwood Forest Hospitals NHS Trust for four years before joining Derbyshire County PCT.  Before that, she worked at Sheffield Children’s Hospital and was responsible for the development and successful introduction of an NHS Direct service for Yorkshire and South Humber.  Tracy is an ex-NHS management trainee and has a range of operational and strategic management experience in NHS organisations.  Tracy lives in Chesterfield.
 
Chief Executive:
Derek Bray,
joined the NHS in 1995 as Director of Operations at Nottingham Community Trust. He became Chief Executive of Lincolnshire South West Teaching PCT in 2000. In 2005/06 he spent a year on secondment as Chief Executive of Cambridge City PCT and South Cambridgeshire PCT. Prior to joining the NHS he held a number of management positions in the private and public sector.
 
Director of Finance & Performance:
Paul Badger,
Joined the NHS in 1990 and has held a number of senior positions in Derbyshire including Director of Finance of North Derbyshire Health Authority and Chesterfield Primary Care Trust.
 
Medical Director & PEC Chair:     
Dr. Alan Meakin, until recently, Alan worked as the principal GP at Jessop Medical Practice in Ripley/Riddings, whilst also taking on the role of Clinical Governance/Prescribing Lead and more recently, Clinical Advisor to the former Amber Valley PCT.  Prior to that, he held a number of different hospital-based medical roles.  In November 2006, Alan took up the position of Medical Director and Professional Executive Committee (PEC) Chair for Derbyshire County PCT. 
 
Director of Corporate Strategy:
Martin Whittle, has held a number of senior appointments in the NHS. Before coming to Derbyshire he was a Director of Lincolnshire South West PCT responsible for a range of governance and performance management activities in the PCT. He has worked in the acute hospital sector in Leicester and in Lincolnshire in Business/Divisional Manager roles. He has experience of commissioning and contracting with Lincolnshire Health Authority where he also became Director of Corporate Performance. Martin has also carried out roles which have involved service and organisational reviews, managing the planning and change management of those reviews. He lives in Matlock. 
 
Director of Commissioning & Informatics:
David Sharp, has worked in Derbyshire since the formation of the PCT in October 2006. Prior to this he held executive posts in the NHS in Nottinghamshire in PCTs, Acute Hospitals and Mental Health Trusts. His first jobs were in Finance and he is a Qualified Accountant. David lives in Nottinghamshire.
 
Director of Human Resources and Organisation Development:
Amanda Rawlings, joined Derbyshire County PCT in April of 2007. She is a qualified Human Resources professional with over 15 years business management experience operating at a senior level within private industry. She is also an Independent Board Member of a Housing Association in Cambridgeshire. Amanda lives in Derbyshire.
 
Director of Public Health (joint appointment with Derbyshire County Council):
Dr David Black,
Director of Public Health, Derbyshire County PCT and Derbyshire County Council. He completed General Practice vocational training in 1992, before working in New Zealand in both general practice and psychiatry. His public health training was in South Yorkshire and the Department of Health and first consultant appointment was in North Derbyshire. He became Director of Public Health for Chesterfield PCT in 2002. His interests range from employment and health, harm reduction in substance misuse through to specialised service commissioning.  
 
Director of Nursing and Quality:
Maggie Boyd, RN RM RHV MPH,
has a background in nursing, midwifery and health visiting.  Before joining Derbyshire County PCT, Maggie has been Director of Nursing in Leicestershire, Northamptonshire and Rutland SHA for four and a half years. Previous experience includes Director of Nursing for Southern Derbyshire Community Trust, Assistant Regional Nurse Director (Trent Nurse), Nurse Advisor in London Health Authority and Clinical Leader of Kingsford Nurse Development Unit.  
 
Non Executive Director:
Pauline Ambrey, started her career as a social worker and recently retired from Bury Metropolitan Borough Council where she was a Mental Health Service Manager for Bury Social Services.  She lives in Hayfield.
 
Non Executive Director:
Ian Gibbard, is a qualified accountant and a former Non Executive Director for High Peak & Dales PCT. He is a governor of University of Derby and a Trustee and Treasurer of High Peak Citizens Advice Bureau. Ian was IT Business Planning and Finance Director for Royal Mail. He chairs the PCT’s Audit Committee. Ian lives in Bakewell.
 
Non Executive Director:
Paul Devlin, has held a number of appointments in the voluntary sector, including working in the fields of HIV/AIDS, drug use, older people and brain injury. He currently is Head of Inclusion for Action for Children. Paul is also a Director of Dignity in Dying. He lives in Fritchley, Belper.
 
Non Executive Director:
Andrew Fry, former Chief Executive of Nottinghamshire Hospice, has considerable experience of the healthcare sector at both senior management and board level. He is currently an independent consultant in the health and the voluntary sector. In Andrew’s spare time he is a Director and Trustee of Derby Playhouse and runs a village drama group. He lives in Ilkeston.
 
Non Executive Director:
Patricia Coleman, has a background working at Director level for Manchester, Birmingham and Sheffield City Councils and was also Deputy Chief Executive at Manchester City Council. She has worked for central government to support and deliver improvement strategies in local government. Through her work as a consultant she is involved in supporting the development of partnership work across public, private and voluntary community sectors. Patricia is a Parish Councillor and lives in Youlgrave.
 
Non Executive Director:
Eric Galvin, worked for over 30 years in the UK Civil Service; 10 of which were spent in the Senior Civil Service as a Divisional Manager specialising in employment, education and equality issues. He is a part-time lecturer for the Open University and a visiting lecturer for Global Training Consultancy. He is currently a non executive director, governor or board member of a number of organisations in the public and private sector including the Sheffield College, the Open College Network, the Heritage Lottery Fund and The Prince’s Trust. Eric lives in Pentrich, Derbyshire.
